ホームズ、今日の「とっておき話」の
ホームセンターからは・・・


安倍政権スタートしました。

政権スタート何日かは、メディアも批判記事を極
力控える申し合わせがアメリカにはありますね、
確か。

でも外国政権にたいしては、同盟国であろうとそ
んなことは関係ありません。いや、政権スタート
前からジャブを繰り出し、戦闘モード全開です。

ワシントンポストの9月25日付けの社説です。

タイトルからして、

「日本の未来・・そして過去
 首相は歴史に正直であらねばならない」

(はぁ〜)なんか、どこかの新聞と同じなのです
が・・・。

Its left wing has been honest about
the past but irresponsible about the
present: It has shown remorse for
atrocities committed by Japanese
troops in East Asia in the 1930s and
1940s but has been reluctant to see
Japan emerge from its pacifist shell
and contribute to international
security. Meanwhile, the right has
made the opposite mistake:

左派勢力は「過去」については誠実だったが、
「現在」の事案には無責任だった。:1930年代
 と40年代に、東アジアで日本軍が行った残虐行
 為への、謝罪の念を示したが、日本が、その「平
 和主義」の殻を破り、国際安全保障に貢献するの
 を嫌った。一方で右派は逆の過ちを犯した。)

いわゆる従軍慰安婦、南京「大」虐殺、百人斬り、
三光作戦、歴史教科書などなど、左派の
「作り出し
た」過去
がどれだけ多く存在したか、その
根拠無
き空気に長いこと支配され、こうしたことに少
しでも疑義をはさんだり反論すると、そく「右
翼」呼ばわりされていたことを全く知らない。

日本の「右派」と言われる人たちで「軍国時代は良
かった、またあのような時代になればいい。」など
と思って発言している人は誰もいない。むしろ、
「過去」の不誠実な事実に向き合い、それを正
そうとしているのですよ。

on visiting the Yasukuni shrine
commemorating Japan's war dead,
including its war criminals, and
during his tenure some government-
approved textbooks whitewashed
Japan's war record.

(しかし<小泉>首相はまた、戦犯を含む日本の戦
 没者を慰霊しに靖国神社訪問を主張、そして彼の
 在職期間に、政府認可の教科書が日本の戦争記録
 を隠蔽(いんぺい)した

政府認可(許可)とは、文部科学省の検定を言うの
でしょうかね。いずれにしても、それが過去を
whitewash(隠蔽する、取り繕う:英語で「白」
whiteと「黒」black の言葉をみると、いい意味で
使うのは「白」が多いです。言語自体に「差別」を
感じることがありますね。それにしても white が
wash するか、イミシンな単語だ。)するというの
だから、
この教科書は陰謀に満ちた最悪な教科書と
いうことになるのだろうな。
で、読んだことはあるのかな? その教科書。

まったく、一連の日本の教科書騒動を知ろうとしな
い、知りたくないと耳をふさぐ人には説明しても無
理ですね、しょせん。

As he correctly says, it is wrong that
a Japanese warship cannot come to the
aid of a U.S. one attacked by a third
country. (略)
But Mr. Abe has also gone further than
Mr. Koizumi in glossing over the past.
He has questioned the legitimacy of the
Tokyo trials that condemned Japan's
wartime leaders. He has not endorsed
the apology that Japan's government
issued on the 50th anniversary of its
surrender.
 
(彼(安倍氏)が言うように、第三国に攻撃されて
 いる米国軍艦を日本の軍艦が助けにこれないのは
 間違っている。 (略)
 しかし安倍氏は「過去」の言い訳に関しては、小
 泉氏よりさらに先を行っている。彼は、戦時中の
 指導者を有罪と判決した東京裁判の合法性に疑問
 をはさんだ。戦後50年の政府謝罪(村山談話の
 事でしょうね)を支持していない。)

今の段階では、攻撃を受けている米軍を置き去りに
戦闘地域を離れなくてはならないのです。
集団的自衛権は保有しても行使できないという「軍
国主義」が台頭しているのが日本の現状です(笑)

この記者が言っているように、それはおかしいと
言っているのが、ポスト紙の嫌いな「右派」で、
しかたないじゃないか、ここに米軍がいること
自体が悪いのだと述べるのが、過去に誠実な
「左派」なんですが。

forthright policies in the present
must be underpinned by forthright
honesty about the past. If Japan
admits past errors, it will gain
acceptance as the responsible democracy
that it is, and its muscular foreign
policy will be treated as legitimate.
But if it professes to see nothing
wrong in its own record -- including
episodes such as the massacre of at
least 100,000 Chinese in Nanjing --
its efforts to assert itself on security
and diplomatic questions will raise
tensions with neighbors, undermining
regional security rather than
contributing to it.

(しかし「現在」への率直な方針(政策)は、「過
 去」についての率直な誠実さによって、支えられ
 ていることを認識する必要がある。
 もし日本が過去の過ちを認めれば、信頼されうる
 民主主義としての認知を獲得し、その骨太の外交
 政策は合法的なものとして扱われるだろう。

 しかし、例えば南京での少なくとも10万人への
 大虐殺のような事例を含む、自身の過去の歴史に
 何も悪いことはないようなそぶりをするなら、こ
 れまでの安全保障と外交上の疑義に関しての自己
 主張は、隣国との関係を緊張状態にし、地域の安
 全保障に貢献するよりもむしろその土台を壊すも
 のとなる。)

「「現在」への率直な方針(政策)は、「過去」に
 ついての率直な誠実さによって支えられている」
という部分は、
ドイツのワイツゼッカーの「過去に
目を閉ざす者は結局のところ現在にも盲目となる」
の演説を意識しているのでしょうか。
きっと、「ドイツはこんなに誠実に過去と向き合っ
ている、なのにお前たちは!」と、誤った認識に立
っている気がします。ドイツはホロコーストという
「犯罪」には誠実に徹底的にやっていますが、戦争
責任については、戦後60年もたっているのに公式
な謝罪も補償もやっと、スタート地点についたとこ
ろです。少しは「事実」を見つめる勇気を持ってく
ださいね、ポストさん。

過去の問題で日本に悪いところは全くないと言った
首相って誰? 南京での10万大虐殺は何を根拠に
しているのでしょうか。出典をだしてもらいたいも
のです。
原爆の投下、東京での空襲による一般人無差別殺戮
などを、「やむをえなかった判断だった。」とまっ
たく悪いことはないそぶりをしているのは、当のア
メリカだと思うのだがねぇ。

最後の文はすごいね。要は中国・韓国の歴史観に一
方的に従いなさい、そうすれば地域の安全保障は損
なわれませんよ、ということですね。
じゃあ、米軍もいる必要はなくなるのかな?

読めば読むほど、朝日新聞やNHKの姿勢にびった
しの論説です。
だから、朝日新聞はいち早くこのことを報道したし、
NHKもニュースでわざわざ取り上げたのですね。

ワシントンポストがもはや世界のクォリティペイパ
ーと呼ぶにはちゅうちょするお粗末な社説の紹介で
した。
(そういえば、例の産経が言論弾圧してると糾弾し
 たのもワシントンポストでした。
 その後どうなったのか、こちらも興味深いです。
 次に記載予定です。)

     安倍氏の歴史認識に苦言

 米ワシントン・ポスト紙は25日、日本の歴史認
識の問題について「新しい首相は歴史に誠実でなけ
ればならない」と題する社説を掲載した。新首相と
なる自民党の安倍晋三総裁に対し、「現在の政策は
過去への率直な誠実さに裏打ちされていなければな
らないことを認識する必要がある」として、その歴
史認識に苦言を呈した。

 社説は、小泉首相の靖国神社参拝が「中国など隣
国の反日感情を無用に刺激した」と指摘。安倍氏に
ついて、東京裁判の正当性に疑問を呈している、戦
後50年の村山首相談話(95年)を踏襲していな
い――ことを例に挙げ、「安倍氏は過去を美化する
ことでは小泉首相を上回る」と懸念を示した。

 そのうえで「安倍氏は日本のプライドを主張する
ことに政治的な利点を見いだしている」とも言及し
た。日本が南京大虐殺などの過去に誤りがないと公
言すれば、近隣諸国との緊張が生じ、「地域の安全
保障をむしばむだろう」としている

IN ITS LONG march from military catastrophe
to heavyweight status, postwar Japan has
oscillated between two kinds of error.
Its left wing has been honest about the past
 but irresponsible about the present: It has
shown remorse for atrocities committed by
Japanese troops in East Asia in the 1930s and
 1940s but has been reluctant to see Japan
emerge from its pacifist shell and contribute
 to international security. Meanwhile, the
right has made the opposite mistake:
It has pushed for Japan to take more
responsibility for defense but has glossed
over Japan's war guilt. Since becoming prime
minister in 2001, Junichiro Koizumi has tended
to make the right-wing mistake. His newly chosen
 successor, Shinzo Abe, threatens to do the same
 -- but more dramatically.

Mr. Koizumi came to power after a period in
which demonstrators called for the removal of
American troops from Japanese soil and the value
 of an alliance forged during the Cold War was
 widely questioned. He acted decisively to
reinforce U.S.-Japanese ties, participating in
the Bush administration's missile defense program,
sending noncombat troops to Iraq despite Japan's
pacifist constitution and taking a tougher line
 on North Korea than Japan had ventured
previously. This pro-American instinct was
Mr. Koizumi's good side. But the prime minister
also insisted on visiting the Yasukuni shrine
commemorating Japan's war dead, including its war
criminals, and during his tenure some
government-approved textbooks whitewashed
Japan's war record. This unnecessarily inflamed
anti-Japanese sentiment in China and other
neighboring countries.

Mr. Abe promises an extreme version of this
formula. He seems likely to dilute Japan's
pacifism further: As he correctly says, it is
wrong that a Japanese warship cannot come to
the aid of a U.S. one attacked by a third country.
He will be tougher on North Korea, too, having
built his public career on denouncing Pyongyang's
dictator. But Mr. Abe has also gone further than
Mr. Koizumi in glossing over the past. He has
questioned the legitimacy of the Tokyo trials that
condemned Japan's wartime leaders. He has not
endorsed the apology that Japan's government issued
on the 50th anniversary of its surrender.

Mr. Abe sees political advantage in asserting
Japan's pride. His grandfather was part of Japan's
wartime leadership, so there may be a personal
angle to his view of history. But he needs to
recognize that forthright policies in the present
must be underpinned by forthright honesty about
the past. If Japan admits past errors, it will
gain acceptance as the responsible democracy that
it is, and its muscular foreign policy will be
treated as legitimate. But if it professes to see
nothing wrong in its own record -- including
episodes such as the massacre of at least 100,000
Chinese in Nanjing -- its efforts to assert itself
on security and diplomatic questions will raise
tensions with neighbors, undermining regional
security rather than contributing to it
